Loans require strings, grants require treasury secretary to decide if they'll include strings.

Airlines are to propose what compensation they'll offer the government for payroll grants.

Regionals are contractors.... looks like the law left us out.

Perhaps the Treasury Department could remove the government equity stake requirement if mainline absorb their regionals....

The wholly owneds are included as subsidiaries.

For the other ones, the Treasury should require that the mainline partner take care of regional payroll. Avoids a lot of issues regionals may face accessing this cash...
