When it is on. The problem is the 20 minutes between boarding and both engines starting when you are breathing stale and hot air due to lack of APU use. You only see that on 50 seaters. All other aircraft have no issues running their APUs and the APUs are big enough to have a robust pneumatic system.

Well then the operator shot themselves in the foot saving a few bucks. The 50 seaters already have a bad reputation for their comfort (or lack of) and now you want to make them suffer more by not circulating fresh cool clean air before engine start? Well, you reap what you sow. Don't be surprised when people want to get rid of them as soon as possible.

Was on the "modern marvel" GoJet's CRJ 550 the other day and everybody was dying in the back until we got up in the air. I counted about 100 times where I saw somebody's hand go up to the gaspers checking to see if they were closed or something. Some people did it multiple times. Again, if you have an APU that can "shoot you to the moon" well then use it. And if you don't then you can't complain when people say they hate flying in your small aircraft.
Now they want something akin to an A220 with no one sitting within 10 feet of them. They want multiple flight options. And they want it fo $50.
