Most likely yes.

I know people that stay in the right seat longer because they can bid the lines they want versus being stuck commuting somewhere and sitting reserve.

yes, like the above poster, i also know a few guys (my brother being one of them), who are staying an FO so that they won't have to fly reserve. My brother also commutes, and from what i hear that's a bad combination

When you upgrade after being with a company for let's say 3 years, will your pay as a captain go to 1st year pay or go to the 3rd year captain rate?

Most would go to 4th year pay (you've been there 3 years, so that would be 4th year pay). Only the sh!tty companies put you back to first year pay.
