2010 Joint Collective Bargaining Agreement TA Summary
The following is a highlighted summary of the Joint Tentative Agreement. Pilots will be provided with a full
language TA as soon as it is completed. While most of the sections have already been finalized, the
negotiating committee wishes to engage in a thorough proofreading of the document and ensure that all of
the various references are correct. We also must still complete a definitions section, as well as finalize
Transition and Implementation Letters of Agreement. We plan to accomplish this work within the next three
weeks. Each of the MECs will convene during the 2
nd or 3rd week of January to vote on whether to approve
the TA and send it to the pilot groups. Each MEC must individually approve the TA before the pilots vote. If
the MECs approve the TA, road shows will be expected to begin shortly afterwards. We anticipate that pilot
vote for ratification will occur sometime late January to mid February.
The Joint Negotiating Committee unanimously endorses this TA and recommends ratification.
Financial Summary:

Increases in Wages, Work Rules, Benefits total $135 million over 5 years
o
Wage increases alone total $99 million over 5 years
“Soft Credit” payroll improvements:
o
Minimum Day will add 2% in soft credit to pilot earnings at PCL and CJC (possibly more prior to
pairing optimization)

o
Block-or-Better at 100% will add 1% to pilot earnings at PCL
o
Cancellation and Reassignment Guarantee (Leg by Leg) will add 0.5%-1.5% to pilot earnings at
all carriers

o
Increased Deadhead Credit for all carriers will add .7%.
o
Premium Pay for all Trip Adds as well as increased premium for Extensions and Junior Mans
will add at least 1%

o
401(k) increase results in a 1-1.5% increase for Pinnacle and Colgan.
o
Increased Vacation Pay to 21 hours per week for all carriers adds 0.5%-1.25%
o
Increased per diem for Pinnacle and Colgan adds 0.8%
o
Increased value in Ground Training credit to 4 hours per day results in a small increase.
Section 1 – Recognition and Job Security (Including Parent Letter)
This Section is the heart of the JCBA, and the primary reason we sought to require the Company to
engage in bargaining for one contract. The fact that we were able to negotiate one Agreement to
cover all of the Pinnacle subsidiaries is undeniably an important step in increasing our job security.
The particular provisions that we were able to negotiate in both the Parent Letter and Section 1
further guarantee that all of the valuable terms of our new CBA and our jobs are secure, because ALL
flying done for Pinnacle Corp. (“Holdings”) must be done by pilots on our Joint Seniority List –
including any and all growth. This achievement was the top priority for our MEC’s before we entered
bargaining, and the provisions of the TA provide exactly the protection we were seeking.
• Overall, these sections eliminate any “whipsaw” between the PNCL carriers, and ensures that any new
flying (through acquisition or otherwise) is conducted by PNCL carrier’s pilots under the JCBA on a
single integrated seniority list.
• Parent and Section 1 language provides improved protections for our pilots if the Holding company or
any individual airline is sold. This includes provisions that allow pilots flying for a PNCL carrier which is
sold but not merged, and subsequently furloughed, to transfer back to a PNCL as vacancies occur.
• Parent letter binds PNCL and all subsidiary carriers to the JCBA. If PNCL is sold, the successor is also
bound to the JCBA.

If Parent creates or purchases another airline:
o
Any turboprop operations will be merged into Mesaba Airlines
o
Any turbojet operations will be merged into Pinnacle Airlines
o
The contract(s) are merged with the JCBA
o
The seniority lists are merged with the single seniority list under the JCBA

interest arbitration decision

If arbitrated, the arbitrator’s jurisdiction is specifically limited, with protections for staffing
levels, pay, schedule construction, and seniority. For instance,


The staffing on the CRJ 900, including reserves, cannot be lower than the any other
fleet on the property, and must take into account the fact that senior pilots have
greater vacation accruals.


CRJ 900 pilot will always receive 900 pay for all credits including sick, vacation, etc.
(arbitrator does not have ability to create a blended rate)


CRJ 200 pilot will always receive 900 pay when operating a 900


All CRJ 900 flying must be initially awarded to a 900 pilot, and all awarded trips will
consist solely of flying on single derivative.


Seniority must be honored in all respects
Section 4 – Minimum Pay Guarantees

75 hour minimum monthly guarantee
Section 5 – Travelling Expenses

New hires are covered by this section from the first day they report to training
• Crew may call for Taxi at RON if no shuttle :30 after block in

Guaranteed minimum rest (delay outbound flight if less than min rest minus :15)
Crews on CDOs and reduced rest overnights do not have to adjust their schedules to accommodate
other crews for transport to airport

Per Diem $1.65 @ Implementation, $0.05 increase on each anniversary of Agreement
Section 6 – Moving Expenses
• Paid moves of principle residence
• Moving days = 1 day to load, travel days (1 day per 350 mi), 1 day to unload
• 2 weeks of hotel/per diem for domicile changes without change in principle residence, or, at pilot
option following a training event, 5 consecutive days off following completion of OE

Section 7 – Vacations
• Accrual:

• Pilot may attach two of their days off to be guaranteed and inviolate day off, one on each end of the
vacation block, resulting in both weekends off and a 9 day single week of vacation
• Pilot may “slide” vacation block 3 days back or forward prior to the monthly PBS schedule bid (in
addition to attaching days on each end, as described above for more flexibility with respect to the
timing of the vacation)
(Section 7 – Vacation, continued)
• Vacation Pay 21 hours/week
• Vacation Schedule Credit 24.5 hours/week

Section 8 – Deadheading

• Legal connection times will be posted on website
• DH’s longer than 3.5 hrs will be scheduled in business class or 1st class, subject to pass policy
Section 9 – Miscellaneous Flying
• Direct prohibition of pilots performing test flights
Section 10 – Transfer to/from Management/Supervisory Position
• Specific limitations on revenue flying conducted by management
Section 11 – Training and Testing
• All simulator training will be conducted by seniority list instructors with the exception of the first 50%
of initial qualification training (or up to the maneuvers validation if AQP).
• All checking done by seniority list pilots with limited exceptions for new aircraft.
• Prohibited days for training or checking for all pilots on day before Thanksgiving, Thanksgiving Day,
December 24-26, and December 31-January 1.
• Simulator training prohibited between 0200-0600 (with limited exception for rescheduling) and
checking events prohibited between midnight-0600, for all pilots on the property. Limited exception
for new hire training.
• All Short Term Training events (PC/RFT/PT/RGS, etc) bid for and awarded in PBS by seniority
• New language to handle Advanced Qualification Program training
• Enhanced language on Pilot Training Review Board
• New training progression language that allows for pilots who fail checking events to have retraining
and additional checkrides, under PTRB supervision while maintaining a pilots right to continue or
withdraw from training
• Mesaba’s Instructor Agreement (11.N) and Instructor Agreements and Policies at Pinnacle and Colgan
remain status quo until ALPA and the Company bargain new work rules and rates of pay for
instructors at all properties.
Section 12 – Hours of Service
• Report/Release Times:
o In Domicile – 1 hour before departure report, 15 minutes after block in release
o Out of Domicile – 30 minutes before departure report, 15 minutes after block in release
• Pilots will not be required to check out except in certain circumstances when completing a reserve
assignment
• 11 days off (for all pilots)
• 11 hours scheduled domicile rest
• 9 hours scheduled RON rest
(Section 12 – Hours of Service, continued)
• 14 hours maximum scheduled/rescheduled; Actual duty may not exceed 15 without Captain request
and flight manager approval
• 2 calendar days off before and after stretches of CDOs (scheduled and actual)
• CDOs limited to 4 legs (max two legs following layover)
• CDO return to domicile via most direct route
• 5 hour scheduled on duty break during CDO (except for during 1st year at Mesaba/Colgan, when
minimum is 4 hours
Section 13 – Leaves of Absence
• Provisions covering all leaves and pay treatment, if applicable
o Military Leave in accordance with applicable law
o Jury Duty Leave – no loss in pay
o Medical Leave – pilot has access to company-paid disability plans after sick time bank
exhausted – duration is 5 years per Leave
o Maternity Leave – mandatory 3 months following birth of child, regardless of amount of leave
taken prior to birth, with option to request to extend
o FMLA –for all pilots after 1st year, eliminates minimum hours requirement
Section 14 – Sick Leave
• Sick leave accrual – 2.5 hours per month to cover the first three days of an absence or supplement
Short Term Disability
• Full Company funded Short Term Disability plan starting after the third day of an absence
o Plan is fully paid by Company
o 60% of average monthly pay benefit level
o Pilot may supplement with sick time or vacation time
Section 15 - Physical Standards
• Due Date for medical certificate renewal in CBA (rather than subject to FOM policy) – 26th of the
month
Section 18 – Uniforms
• $20 per month uniform allowance
• Company pays in full for changes in color or style (no offset from Uniform allowance)
• Includes option for leather jackets; hats not required
Section 19 – Investigation, Discipline, and Disciplinary Grievances
• Firm definition of what constitutes discipline
• All reports, documents, etc. older than 24 months may not be used to support progressive discipline
• Investigatory meetings require 48 hour notice
Section 21 – System Board of Adjustment
• Grievance Review Board process
• Pre-Scheduled arbitration dates
Section 23 – Reduction in Force, Furlough and Recall
• Company is required to solicit voluntary furloughs before involuntary furloughs occur
• 7 year recall rights for furloughees
Section 24 – Filling of Vacancies
• Multi-Class Bidding System for vacancies and reductions, protects seniority and pay
• Pilots have full, unrestricted access to all positions at all Airlines for Vacancies and Reductions
• TDY pilots receive positive space to and from TDY, and 2 RT positive space passes during month
• Freezes:
o New Hires = 12 months or upgrade
o FO-FO = 12 months. If pilot elects to change to another First Officer position, then 24 months
before being eligible to bid to another FO category, but 12 months before upgrade
o CA = 12 mo
o CA downgrade to lower paying CA = 24 mo
o No CA freeze following requalification training, unless pilot voluntarily bid to lower paying
position, then12 mo
Section 25 – Scheduling
• Opening provision requires Company to staff sufficiently to cover known flying
• ALPA Scheduling Committee constructs both pairings and schedules, leave paid by Company. This is a
ground breaking provision because we have long sought to have meaningful input on pairing
construction which has an enormous impact on quality of life.
• All schedules bid for and constructed using Preferential Bidding System (PBS), except for Build-Up
Lines (for pilots ineligible to bid)
• Fixed date bid timeline:
o Early Bid (Short Term Training, Monthly Vacation) 4th-9th
o Monthly Bid 12th-16th
o Final Line Awards 20th
• Company required to make timely repairs to PBS issues
• Company will attempt to maximize block/duty in pairings
• No Single Days Off on first and last days of bid month. (Always 2 days off between trips unless bid for)
• CDO lines constructed by PBS
o 2 full calendar days off before and after all stretches of CDOs and any 2 calendar days off
following any stretch of work ending with a single CDO
• Mixed Lines of CDOs and non-CDO trips (now known as “Hybrid Lines”) minimized by PBS solution,
and spans limited to 3 CDOs, no more than 9 CDOs in a Hybrid Line.
• Build-up lines now constructed per crew preference; no less favorable days off, prorated as necessary,
based on using the most days off and number of weekend days off of junior pilots’ schedules.
o Build-up lines constructed of trips and Long-Call Available days, all with hard credits (3.86
hours for Long Call Available, trip credits for trips)
• Rescheduling/Recovery
o If flights are cancelled, pilot is released “time available” (specific callout time, limited to
original trip hour period)
o At company option, after cancelled flight pilot may be required to remain at airport minutes
after notified of cancellation, except if within 3 hours of end of trip, pilot is released.
(Section 25 – Scheduling, continued)
• OE Displacement Provisions
o When displaced from trip, pilot has option to be “Time Available” (assignment must be made
within original trip hour period) or “Long Call Available” (assignment must be made between
1000-1300 day prior, and must not continue beyond original trip footprint)
• Long Call Available (LCA)
o LCA assignments must be made and accepted between 1000-1300 on day prior to LCA duty. If
no assignment, LCA is released from duty for that day.
o LCA may NOT be converted to short call reserve (or assigned a reserve availability period)
• Extensions (from end of trip up to 3 hours)
o All Ready Reserves must be exhausted prior to extending
o Paid at 150% starting at first leg that operates one hour or later than end of original trip
o Limited to 2 per month
o Pilot can refuse 1 per month / 3 times per year
• Junior Assignments (from 3 hours past end of trip and on)
o All available reserves (system wide in category) must be exhausted prior to junior assignment
o Paid at 150% for occurrences during day of work
o Paid at 200% for junior assignments into or on a day off. Because the Min Day applies a pilot
will receive at least 8 hours flight credit for any work on a day off.
o Compensatory Day granted for any junior assignment on day off for pilots who fall below
minimum days off. In addition, a pilot who is junior manned and who has more than the
minimum days off will also receive a Comp Day for all Junior Assignments involving a day off
except for the first Junior Man affecting a day off in a calendar year.
o Limited to 2 per month (max 3 duty periods) / 8 duty periods per year
o Pilots can refuse 1 per month / 3 times per year
o Pilot may not be junior assigned below 10 days off (or one day less than their prorated
minimum days off)
• Compensatory Days – pilot and scheduler agree, otherwise pilot provides 3 alternate dates from
which scheduler has to pick one. A pilot shall be credited with the value of the trips lost on the
compensatory day in addition to the value already credited on the day the pilot was junior assigned. A
pilot who elects to be paid in lieu of a compensatory day shall be credited four (4) hours, above
guarantee.

(Section 25 – Scheduling, continued)
• Reserve Rules:
o Contact period and first out/last out preferences bid in PBS; awarded for entire month
o Limitations on contact period swapping
 Pilots cannot be swapped to P3 (CDO reserve period) without 2 days off prior or 24
hour notice. Cannot be swapped back from P3 to P1 or P2 within the same span. Day
off/duty day adjustments for period swapping are pay protected
o 14 hours max contact period
o Early release prior to days off for reserves:
 Pilots on P1 (typically 0500-1900) will be released by 1800 prior to his day off
 Pilots on P2 (typically 1000-2359) will be released by 2000 prior to his day off
 Any reserve pilot on a flight assignment (except for pilots on P3), will be released after
block-in, or 1800, whichever is later, prior to a day off
o Out of base Reserves
 Company will solicit volunteers
 No travel on days off
 Hotel provided near food and entertainment
o Call out times in ATL, EWR, IAD, JFK, LGA = 2:00, all others 1:45
o Long Call Reserve (LCR):
 15% of reserve lines in all bases with 8 reserve lines or more will be long call reserve
 LCR assignments must be made and accepted between 1000-1300 on day prior to LCR
duty. If no assignment, LCR is released from duty for that day.
 LCR can only be escalated to short-call reserve 2 times/month
o Ready Reserve
 Company limited to 3 ready reserve periods
 Reserves may be assigned ready reserve no more than 10 days/mo, unless no other
reserve available
 “Primary” ready reserve assigned day prior
 “Secondary” Day-of escalations to ready reserve limited to 3 times/mo, 6 hours of RR
and max 10 hours of total reserve. If no flight assignment released into rest after the
RR period.
o Day-of escalations receive 1 hour of pay above guarantee
o 4 hour Min Day applies to any Ready Reserve duty
• Reduced Availability lines (Half Time Lines) included in provisions
• Mis-Award Filing window now 10-11 days long

• Mis-Award remedy – in cases where there is disagreement over the remedy for a whole line misaward,
pilot will have the ability to choose the whole line characteristics of a pilot junior to him, and
have his line re-built per that choice.
• Grievances allowed on Mis-Awards in certain circumstances
• Trip Trades:
o Line Improvement Period 48 hours following Final Line Award – pilot allowed 5 trades/adds,
processed in seniority order
o 10 additional trip trades/drop requests (multiple transactions allowed on each request)

o Trade Requests must be processed within 72 hours
• Crew Meals provision – requires a :45 minute meal break when on duty greater than 6 hrs
• Commuter Policy in CBA
o Commuter Oversight Board intervenes after 2nd use of Commuter Policy
o After 3rd use of Commuter Policy in rolling 12 months, pilot may be subject to discipline
26 – General
• Contains standard provisions for equipment usage, pass travel privileges, jumpseats, parking, crew
rooms, computers, and more.
• Ground Movements – 30 minutes pay for any ground movement under one hour. Actual block for any
ground movement over one hour.
• Use of Recorded Data – Baseline protections with or without FOQA
27 – Insurance
• 27% premium share for Open Access Plan (OAP) / Preferred Provider Organization (PPO) plan
• 25% premium share for Health Reimbursement Account (HRA)
• Provisions to Audit pilot premium share to ensure that no pilot pays in excess of contractual
maximum. If pilot share exceeds the annual maximum the pilot receives a refund.

Looks good to me. You almost catch up to my SKW 5th yr FO rate on DOS and by DOS+1 you beat it.

They are already ahead of my 6 yr SKW RJ CA rate and will be way ahead in 5 years.

Maybe you guys can build on this on your first contract. Makes the 1.5% raise( whatever it was) they offered you guys look pitiful. Did that ever pass?
