To the OP, it is an ATP requirement, not just 1500 hours. The real question is how will section 217 pp (d) play out. Will the hour reduction be only to the training referenced in pp (c) (2) or to the full 1500 hours listed in (c) (1). As long as the reduction only applies to (c) (2), I have no problem.
(No offense to the individual, I'm sure he is a fine 400 hour pilot)

The person in the right seat has to be able to take control of the airplane incase something was to happen to the captain. I doubt that will end on a positive note.
In a less extreme example an f/o will have to question a captains decision if he feels their actions are inappropriate. Doubt that would happen.
