Flight Delay - No Crew - 2 days in a row?

Air Wisconsin 4023 DCA->CAE today. Yesterday the flight was delayed due to "no crew" for 3 hours. Today it's a one hour delay (so far) for the same reason, or that's what USAir's website says. Any rhyme or reason for this?

Any thoughts from the collective?
