The plane is probably being given away, but the new owners have to cover gas and associated fees, hence the question about avoiding such fees.

I'm guessing this isn't a full on test flight checking the operational envelop and safety features, more of a test drive before taking delivery.

Judging by the broken English and the South American reference, the term 'test flight' is probably not anything like what you would expect from your apparently obvious military background. In the General Aviation world, what the OP is requesting really isn't far fetched.
In the past I have done many flights called 'test flights' that were probably more accurately 'pre-purchase inspection' flight or 'return to service' flights following maintenance. The term 'test flight' in GA (non-manufacturer) is very different from the military definition.

I noticed that. For an FO, this guy sure is doing a lot of administrative stuff that management normally handles.

Nah, someone who wanted to do that wouldn't ask on a pilot message board.

Pretty sure this guy legitimately works for some small corporate department and has some down time in the hotel before the flight.
