Yes, but that's a bit misleading. They were a November 2018 hire, so by the time they get into base, it will still be almost 11 months from DOH.
It's more of a testament to how long it took to finish training between the "published" delays during training and the delays following the LOE prior to OE.
Not much has changed with respect to the time to hold IAH as an FO.
I was surprised to see that IAH was one of the most junior bases for Captain lineholders now, and took a nearly 4 year leap in just one month (8/12 hard lineholder to 3/16).

Generally, any base is within reach by the end of training (OE) except for MIA and IAH. Those you can expect to take another 4-6 months to hold after finishing training.
ORD is fairly junior on the FO side (forget about it on the CA side...2007 hires are still on reserve), but vacancies are few and far between, so that one is another that is tough to hold.
