I would be willing to bet he's about 32 years old and is a brand new Captain.
I know the type.

In general, the upgrade times are roughly 15-18 months from DOH, which more or less coincides with people getting their 1000 hours.
At the top of the lists, movement is very slow. Lots of lifers means it's far tougher to go from top 25% to top 10%. Current junior CA at ORD is a 2007 hire. Not representative of our average base, but just goes to show that there's lots of people here for life.

At the bottom of the list, it's moving very fast. New hire classes just about every week, and if you're content to be in a junior base you'll hold a line quickly and can fly your butt off. We have had a handful of people hit >900 hours in 2019.

Just like any airline it depends on the hiring environment. When times are good and they are hiring and upgrading like crazy, you can't get enough check airman. In times when things are steady or in a down economy when there are few hires and few upgrades, there is a long wait list or the application process is very competitive.
Right now Republic is like the former. They don't have enough check airman right now to deal with all the new hires and increased upgrades. It has gotten to the point where they are going through every pilot to see who has enough hours and the qualifications to become one and are reaching out to them to enter the check airman training program.
But who knows what it will be like by the time you get to that point. You take that risk with anywhere you go.

I can confirm at least one instance of this. I know a pilot who meets check airman qualifications. He recieved an unsolicited invitation to apply for CKA.
Maybe they aren't scrubbing through the entire seniority list, it could be the current CKA are giving recommendations.
