I agree if the AFM procedure say "land at nearest suitable airport" they needed to divert to PMDY. My question was does the Whale's AFM say that? I haven't flown a plane yet that says that for one pane of a windshield. Civil or Military.

The 400 QRH under Window Damage does say if it's an inner pane after you turn off the window heat and reduce the cabin differential to less than 2 psi to "Plan to land at nearest suitable airport."
