Frickin' idiot people
Mixed feelings on this one:
1. The people in the car were fools for not looking before crossing.
2. The pilot was on his first solo cross country and;
3. Now he is quitting flying altogether.
4. There's a displaced threshold (here) at 52F and this guy was probably pretty low on the approach. Not all bad, but not ideal either.

After looking at Airnav and the googlemaps link provided I don't see how the pilot doesn't shoulder the brunt of the blame. There is a displaced threshold of a 400 hundred feet and a landing furface of 3100'. Why the hell are you under 10 feet over the road, that is about 500 feet from the landing surface with a VASI? (don't know if it is operational but airnav says it is 4.5 a degree slope).
Yea maybe the SUV didn't stop, the article says the stop point is out of view of the camera, but even if they didn't the guy shouldn't have hit the SUV.
