Yes I read the article. That was exactly my point. Why can't the FAA standardize with ICAO PANS-OPS? We pushed for ICAO in the first place yet we seem to have more exceptions than any other country.

I guess I should be so happy we get an extra 0.1NM of clearance.

True.
I'm not sure what the hold on differences stem from originally.
The Flight Inspection service volumes/values/tolerances in many cases are different too.
