Put yourself in the cops frame of mind. Someone calls in a threat you show up and see wires and a battery from who knows how far away. My guess is they didn't walk right up to her thinking she had a bomb strapped to her body. Take a picture of that 'art' from 50 feet away and see if it looks the same.
