Are the FIA and FOI pulled from the same question pool? (eg. the Instrument and Instrument Instructor)

The FOI (Fundamentals of Instruction) is a separate test.

The CFI-A test is separate from the CFI-IA test. The Instrument, Ground Instructor - Instrument, and Instrument Flight Instructor tests are pulled from the same question pool.
