Just because it is fully functional under feet of snow does not mean that it is working the way that it was intended.

They landed on the second attempt at the exact location that the ILS took them to. They thought they saw the runway, but obviously didn't. It was a total white out situation at time of landing.

Crews had complained for several days prior to the accident about the loc being off set, but nothing happened to fix it.

The FO stopped flying and turned in his cert. The CA did a reevaluation ride with the FAA and is still flying around our skies.

As PRT135 stated, there are limits for snow on top of the loc, but most of us will not trust the operations people on the field for multiple reasons. This was just another one of those reasons.

Since flynd94 did not post a link to the actual NTSB report, I will save everyone the trouble of trying to find it. There are multiple reasons the FAA and Airport would like this swept under the carpet. If you read what I posted above with the FAA Center blowing off reports, and the airport not doing their job, you can see some of the reasons this report is well overdue. Yes the pilots messed up, but if it was pilot error the NTSB would have already thrown them under the bus. And if you think I am backing the pilots bad decision, you are really wrong.
