Even if he can’t go to UPT and has to be treated like a rated heavy guy transitioning to fighters, what would that process be like? What would it take for a unit to do that in the first place?

The challenge is that there really isn’t a process at all. A rated heavy guy who flew T38s in UPT could conceivably just go to IFF and the appropriate B course. Otherwise, a T38 short course would be necessary prior to IFF, but that’s all speculation. The AF hasn’t run cross flow in so long that it no longer exists as a process (to my knowledge).
