I'm sure there were at least a few emergencies (declared or not); but, seriously, surprise (as in not NOTAM'd in advance) GPS outages shouldn't be a thing in the US - or any developed country. For that matter, in any country with an internet connection and GPS coverage software.

Yes there were. Our Phenom 300's lost multiple systems and sometimes encountered "Dutch Roll" when both GPS receivers lost comms. I'll link an FAA PDF file describing what happened:
