So if you have vacation left you can use March time to drop April work days on the 20th? What is the reasoning for them allowing that but not allowing if for an APD?

No. In the bid period you use the IVD you must have vacation in a future bid period to pull from. So in a PCS run on or after 0700 on March 20 you can pull a day from say your June vacation week to drop a trip in April.
