Situations like this can be discussed in CRM classes all day long, but you can never fully train for an exact situation. I did what I thought should have been done at the time. I still feel like I reacted favorable, but there are other opinions also. I am alive so something was done correctly.
I believe the reason for a three year upgrade is because some First Officers were leaving for positions that offered quick upgrade or for Captain positions because for a while upgrade time at Wal-Mart was very long.
