Airways doesn't fly PDX-BWI.

They fly PDX-PHL-BWI. I'll bet its even a through flight. I booked my parents on Airways to SXM a few months back. It was $800 rt from PHL-SXM and back. Going DCA-PHL-SXM and back through CLT was under $400. Same airplane from PHL down, but they will lose money on the 175 flight from DCA-PHL to jack up their premium.

Sitting and waiting 30 minutes to get parked doesn't help the cause. Obviously the airlines don't care that much about fuel....
