And Night Hawk I think you are are thinking about Christian Scientists,which is completely different.
When I was down yonder in Hispaniola, you basically just needed to validate you were bringing supplies (vice people), on an IFR plan and you got a slot time (and had to stick to it +/-20min or something), etc... about three weeks ago it wasn't too hard for civilians to get in provided they were bringing something useful.. I don't know how/if it's changed.
A lot of people were flying fleets of charted aircraft down there.. so JT wasn't the only one dishin out some dough... but I'm sure the Haitian people are grateful (hopefully) either way....
One mil flight I heard was a Canadian C-130 that orbited around couldn't land... had to go back to Provo... they had a bunch of supplies and doctors on board... got called back to Montreal or something.
now... it's just about gettin those nice supplies distributed.....
