Does anyone know what the requirements are for a non-US citizen to operate as a Pilot in Command on a Part-135 certificate?

A green card. As far as operating on a foreign pilot certificate, not sure. They may need their FAA certs

They need the right to work in the USA such as green card or work visa and they need a FAA commercial license.
