(Although I do think the concept of some legislation to actually give us some rights in an administrative action is a good thing, the incident that prompted it is beyond the pale)

I hope the bill of rights passes. All of its points are valid. Especially the redesign of the NOTAM "system". On one of my typical flights from the east coast to asia, there are no less than 15 pages of NOTAMS written in hyeroglyphics that Egyptologists could not decipher. They are written to minimize comprehension and maximize pilot blame.

This will be a good law if passed, but offered up by a legislator who should not be flying airplanes.

All true... and its even better on international flights where you see the "WE DONT KNOW IF THIS IS ACCURATE OR NOT" after every ICAO notam.

I agree, but what is right, not who is right. We need something like this. The current law judge rubber stamp kangaroo court pilots are always guilty of something because it was either burried in the NOTAMS or AH-HA! someone said nice sunset at 9999 feet, etc. modus needs reform.

Don't rock the boat too much or you may end up monitoring the NDB at PATQ!
