The only requirements are if you are instructing under Part 121 you must hold an ATP and be rated in the plane. If you are instructing under 142 must must have the flight time requirements to hold an Commercial unless the Training Center issues ATPs or type ratings, then the instructor has to have the flight time to hold an ATP.

In the JAA system, type ratings would finish up with a base check, which is the old term for Operational Procedural Check, involves emergency procedures and landings.

Also, in Europe, there is a specific qualification for TRI (type rating instructor) and SFI (Synthetic flight instructor). I'm guessing you saw the term base requirement because you posted this in the foreign section

Completion of courses or type ratings, or being a CFII an instructor does not make. In a quick summary, one needs to have the drive to impart knowledge, raise a student’s level to a higher level, motivate to learn, and succeed.
