No it's not. This new announcement is a FIRM aircraft order. The previous stuff was just an agreement in principle.

Whose scope will allow these? I know that none of the MRJ 900s fit under Delta's 86,000 lbs. max. Does American or United scope currently allow these? Or is Inc. counting on further scope relaxation in the future (hopefully unlikely) or positioning themselves to go out on their own?

The company release says it is for a mainline partner but they won't name them at this time.

Found a scope breakdown in the "Majors" section, and it looks like both American's and United's TA have the 86,000 lbs. limitation, which begs the question - Where do they intend to place these? I don't see how they could be planning on doing contract flying with them.

You guys know all they have to do is modify the seating and file some paperwork to change the max gross to stay with in contract.
