I don't understand why anyone who wants to go to the regionals would ever sign a contract like this keeping them at Cape past 1500 hours?

Exactly. Expect to do 1 year as an FO, 1 year as a captain if you go through with it. I started there at 800TT. Took about 10-11 months to get my time.

Your one year starts at successful completion of the upgrade checkride IIRC. With training delays and unreliable FO/AC pairings, you're signing up for a minimum of 2 years. I'd give it a lot of thought.
If you go through with it you'll fly with some cool captains. But I also caution that there are some captains that stay there because of life circumstances/problems, and can create a lot of drama for you. Best of luck.

I don't work there but the recruiter told me to expect at least 3 years, 1-2 years till captain upgrade.

If one plans to fly jets, I'd give this a pass. It's too much commitment at a time when a low-timer can easily grab a turbine job.
There's nothing like watching your buddies get 3 years' seniority on you at the job you wanted in the first place.

Not sure who are, but we must have crossed paths at least once. This is so true. I swear it's a jealousy thing. Any person that cares where another pilot ends up to benefit their own career really has some psychological issues. This attitude is rampant at Cape. Some captains are so happy for you. They are usually the ones who have a lot of self confidence. Others are not and it's fairly easy to tell why. Usually career changers, failed a bunch of rides, etc that can't progress for one reason or another.

Besides, 1 year goes by really fast and well the pay will certainly be low almost everywhere. So if you hang in there for a year then you'll be fine.

You won't need to hang in there for just a year. You'll need to upgrade to Captain and then just hang in there for a year. The pay is 10.20 an hour for FOs and it is NOT that low everywhere hence the reason all of their FOs bail as soon as they can. Good luck!
