I've never heard of the Harrier guys having any trouble with meeting the requirements. This LOI even states:
I can see where this would (and can) affects the Osprey, but it would seem to exclude the Harrier.
I guess things change though and this Harrier pilot had enough of a question to ask for an interpretation from legal, though I would press this a little further if I was a Harrier guy.

Has there been any track record established on how they're treating V-22 time or has anyone made it into the airlines with V-22 time that can speak intelligently to the process? I've got a few years left and am trying to figure out what my options are.

Have you read the letter linked in post#4? That's going to be your challenge -- qualifying for the ATP AMEL. What the airlines will count and what the FAA will count are two different things.

The FedEx online app counts V22 time as pretty much everything, airplane, multi, over 12.5, glass, helo, etc. I did two interviews advertising it as fixed wing time. Never got questioned about the time other than how it was to fly. If I had to defend including it in fixed wing time, I was going to say the FAA definition of it is a fixed wing that can take off and land vertically and that the Harrier also falls under powered lift now but has traditionally been counted as fixed wing.
As mentioned the hurdle is getting the time for the ATP since you need the 250 hrs fixed wing PIC. Possible routes for that, Civil Air Patrol, flying club, rent the time, or buy a cheap 152 or something to time build on and sell when you're done.

Maybe not Envoy specifically, case depending, but one of the AA WOs should have something that works for any individual making the transition... except of course a west coast base (for now).

Seems like a lot of guys are going the Envoy route to get their FW time sorted out. I'm not a mathematician but it seems like shelling out $12K to get 100 FW hours is chump change compared to getting in the door at a major a few years sooner. Especially considering the flow through to American is something like 6 years from Envoy. I may be wrong but I'm under the impression that American and United are both accepting plopter time provided you have your ATP. I feel like I'm missing key details.
Also, I don't want to sound like I'm bragging, but I just did the CTP in the airbus sim and I thought it was very similar to the Osprey - nothing cosmic at all. Different, sure, but not insurmountable. Even the dreaded V1 cut and single engine approach wasn't a big deal.
