SkyWest it’s self has not “reservation/Cass system”. Its up to who ever works the “gate” (DL,UA,G2 ect...)

Yeah, typically it has nothing to do with OO (or any other regional) if the problem is CASS. The gate uses that major airline partner's system to access CASS. So the problem is either with the partner system, or possibly operator error.

Exception: If it was an OO handled station (ie ground handling contracted to OO), and you really think that the problem is operator error, and it's a recurring problem, then the OO JS coordinator might be able to help. Same with any other regional.
