Keep in mind the DVR is often highly inaccurate because it doesn't and can't predict pilots retiring or transferring to different bases. So you might see zero vacancies in Base A and 10 vacancies in Base B, but if 10 guys from Base A want to transfer to B, the reality will be exactly opposite to what the DVR shows...

He's saying it's only semi accurate for the senior bases.
say Seattle shows 2 E175 captain slots. Boise shows 1, MSP 15 LGA 0. For the sake of showing how it snowballs we'll assume No CRJ captains listed on the DVR.
2 BOI captains move to SEA, so BOI now gets 3 slots. 2 are transfers from MSP E175 and 1 a Transition from DTW CRJ captain.now MSP needs 17 e175 captains, 10 are transfers from LGA and 5 transition MSP CRJ captain , 2 DTW CRJ captain.
so now we need 10 E175 upgrades to LGA instead of the 0 advertised. we upgrade 5 CRJ into MSP, and 3 DTW captain upgrades.
Realize that the original SEA is probably wrong anyway, so it's a total crapshoot. Bid want you want and put other plans in if you're willing to commute.

It is called backfill.
Transfer out and upgrade those slots need to be backfilled. And sometimes they overdo it. But where is the complaint? You get the transfer even though you didn’t expect it? Where is the harm in that. Want a specific date / month / class? Put in a before / after bid.

The DVR is hard to guess. But one thing is for sure. Tons of movement.. 56 CRJ CA positions open plus 36 ERJ CA positions. Thats just the known vacancy's . Then there is the back fill... Im predicting NH captains again...
