I think that means they get a lower rate on sim time and have exclusive use of the sims.

Yes we own them, says Skywest in huge letters on this side, to my knowledge we've never leased out our sims

Flight Safety does not sell simulators, their claim is that there is too much propriety information that could be copied. FSI only leases or rents sims. SkyWest has just rented every hour, ( 20 hours per day ), that is called virtual ownership (as was posted earlier). Skywest has done that at SLC and DEN, we are also booking time at CVG, ATL, and STL for the CRJ. We are booking time at STL and Paris CDG for the 175.

We have aircraft owned by Wells Fargo but we lease them paint them in what ever partner livery and only a small operated by Skywest painted on the outside.
The sims are not owned by Skywest. They are not reflected on the 10K.

There's a placard that says owned by Skywest in the 175s. The 175 sims aren't at flight safety. Pretty sure they are Skywest owned
Page 34 lists properties owned / leased by Skywest.

There is some other interesting information in there too regarding fleet plans, contracts, etc. Skywest Inc. is gonna get a lot smaller in the next few years.
