The PPS is the only portion of this package that seems remotely likeable. The rest is laughable.
A package that included an increase in MDG, 1.75 to 2 for JM, and a Duty Rig of 2:1 would be a start. Keep the .50 cents / 1.00.

Sounds good on paper, reality when has Skywest made good on a discretionary payment? Duty rig is pointless, they need to increase operational efficiency anyway, why give them any capital to do what they are gonna have to do anyway. This "paypackage" is really a pay cut for anyone with less than 2 years. This summer I predict Platinum Day usage will skyrocket.

I agree that this summer will be brutal for everyone and I imagine there will be a lot of guys / gals timing out by year's end (another topic which needs to be covered in the pay package).
On the note of efficiency, I see nothing wrong with something that is mutually beneficial to both the company and pilots. Personal perspective.

Here marks the high-water mark of skywest airlines. 5 year vesting period on 401k, .25/.50 year over year raise (essentially). Hell no.
This begins the shinking of SKYWEST.
It will take you six years here to be fully vested.

I like the part where they say that we didn't take concessions. Does anyone at SAPA ever bother to check pay rates against inflation?

The only guys on the property who benefit are the current first year peeps. they will get an increased 2nd year pay and slip into the same morass as the rest of us. This package is about newhires and how the company can cornhole them after luring them into the den. May, might could are all the terms that the company/SAPA uses to lure the less than diligent into believing that they will do something. Smoke+mirrors=2015 "Pay Package Proposal"

But the company has reached its high water mark and its shrinking. Why the need to keep hiring as many new pilots as possible if the company is on the downhill swing?

Just a guess, but I'd bet the reason is forecasted attrition and future contracts. I think one of the boxes that will have to be checked for future flying is whether or not the company has enough pilots on hand to cover the contracted feed.
