Actually, they won't. The NTSB declined to investigate and turned it over to the Austin PD. The Austin PD say the victim was well known to them with a history of mental issues.
So I'm certain there will be no pilot error involved, regardless of what the previous poster might want to believe.

Without getting into security details, I'm familiar with a couple similar access incidents, and in both cases the weak link was TSA and/or the airline staff, not the perimeter wall.

Brings back memories of a bizarre game that a group of teenagers were involved in at the old Stapleton airport in Denver a long time ago. They would lay on the runway, at night, and the winner was the one that was closest to where the main gear would touch. Fortunately, for them, the first landing was long and they were spotted and rounded up. IIRC, it got very little attention in the media so as not to spawn copycats. (back when the media exhibited a hint of responsibility)

If they followed all the rules, it will depend on how he got in. It's possible to jump a fence, usually impossible to make an airtight fence without land mines, machine guns, and dog patrols.
