We had an individual in our class that didn’t have their ATP. When they got their check ride they also received their ATP.

Google it. It’s ATP certified training program (CTP) it’s the required course you must take to take your ATP written. Yup - just to take your written! 32 hours of ground school and 10 hours of FTD and sim. Regionals pay for the class out of your hiring bonus. Military guys pay for it themselves since most wont be going to a regional. It costs about $5 grand.

FWIW, I just skimmed the FOTM. "The student is required to possess a multi-engine ATP Certificate, an ATP Certificate with restricted privileges, OR a Commercial Pilot Certificate with airplane multi-engine land..."

It looks like our approved FOTM allows for hiring a pilot without an ATP, however, minimum qualifications listed in job openings call for an unrestricted ATP. In order to be competitive I would apply after receiving an ATP. If you want to roll the dice, though, go ahead and apply without. Evidently we have hired some without the minimum required ATP.

One of my buddies at Republic told me he was turned down by Spirit. Their reason: "Sorry, we're looking for people who have lower TT than what you have." He's got zero 121 PIC and about three and a half years worth of 121 SIC. If that is true, I would say absolutely apply. The worst that can happen is that they don't call you....

Not true. They don’t tell you why you were unsuccessful.
