Also might be setting up a line of credit at low interest rates now for if and when the government money runs out.

It's my understanding they can take the free money/payroll grant and forego the loan offer and go with private money instead. They are completely separate. This doesn't preclude the payroll grant which comes with the no furloughs until Oct. 1st stipulation.

Everyone will take the grant money. It is a pot of money divided up to the airlines. If someone says no thanks, they are basically giving their competitors free billions.

Not true. You can only ask for grants to cover your payroll, based upon your payroll receipts from April-Sept of 2019. The loans are a different story.
