Every one of those is a hub & pilot base for another airline (or even 3, DEN). Perhaps logic is prevailing within the US government?

JetBlue got approval for all 16 exemptions that they requested based on the same reasoning.

Not sure why they didn’t apply for every big city that’s another airlines hub.....LAX is one that comes to mind, heck B6 got approved for BNA. Seems like they’re willing to let airlines out of the big cities but not the small ones.
