The TPA is really just the outline of the roadmap on how the airlines are going to merge into one operating entity. Rarely, if ever, does it include things like pay increases. Those will be ironed out in the JCBA. Here's the statement straight from ALPA.

I voted no for several reasons but lets keep it factual. Our agreement is 18 months meant to bridge to JCBA negotiations. Delta isn't making $380 in a narrow body next year. I do agree that we should have been aiming to jump delta rates and not ride their coat tail.
