What I’m trying to figure out is if an airport (KRIL) has category D not authorized, what does that mean in terms of filing to that airport and also shooting the approach. Obviously if it’s prevailing VFR you can go and shoot the approach in visual conditions. Can you file to there if it’s basic VFR (1,000ft, 3m)? Is that all you need to go there and shoot approach. So anything less than that we can’t go since we are a cat D aircraft?

I seem to recall from a prior life that we had an OpSpec that allowed us to file to an airport without an approach as long as the weather was forecast to be at or above the MEA of the airway leading to the airport. Think about it. The airport is VFR, 1000 and 3. If the MEA is 2300 how are you going to get to visual conditions? You could say vectors but how do you know what the minimum vectoring altitude is? I think we also had to have an alternate even though the field was VFR.
