Default Specific Range

Does anyone have a good place where I can find information on jet aircraft specific range, more specifically how to maximize it? I've had some discussions with co-workers in which I've said that when operating in a headwind you should fly a higher true airspeed, and when operating in a tailwind you should reduce your true airspeed. Does this make sense? I welcome any insight.

The theory behind this is to fly faster in a headwind to reduce the amount of time you spend in it. The opposite for the tail wind-stay in it as long as possible.
