TA vs TL

Whats the difference between a Transition Altitude and a Transition Level? I know that at altitude I would set my altitude to standard passing through 180 and to the local baro out of 180. If I remember correctly a level is assigned by ATC ( atleast in Europe anyways ) except I dont know how it applies to flying.
