Is the snapshot an error, or did the rules change? It looks like the volunteers are using their own seniority number and not a displaced pilots number. Has this changed?
I have to look up the current language, but it seems like in previous displacements volunteers use the displaced pilots number to get into the equipment and then their own number for bidding within that BES.
The snapshot looks like the company is using a mix base closure rules, and reduction in force displacement rules.

You're right, the language is subtle though. The company cited displacements under 8-E in the Displacement Bulletin 17-08D.
The nuance is the the first paragraph stating the intent to phase out an equipment type. Even though this displacement doesn't close the category, it appears that 8-E-7-b applies.
8-H addresses displacement procedures for closing a base, that's where my questions came from. I think this is new language in the 2012 UPA. Good to know.

8-E-7-b When the Company desires to completely phase-out a Category (i.e., the Equipment type is no longer flying in that Base), the provisions of Section 8-E shall apply except that a volunteer for displacement under Section 8-E-7-a may exercise his displacement rights using his seniority.
