Hey all... need some help/perspective from those who have been around longer. Was flying the other day and somehow LOA 23 came up in the conversation. I read it and just don't think I'm understanding it right. ALPA pays United for scheduling too many Reserves and then failing to use enough of them? Seriously? Scheduling and utilization...2 things the union has no control over, but they agreed to pay a penalty for poor execution of both. Why would they agree to something that, or am I completely misunderstanding it? Like the man said....."I'm not a smart man...."

That LOA was just removed as a remedy in a grievance win by ALPA. I think the original intent of the LOA was to persuade the company not to have bare bones minimum number of reserves.
