I haven't been an airline pilot very long, but my experience is 180 degrees opposite of your statement.

Also... doesn't our duty window include 15 minutes past block in?

Absolutely positively disagree. If you want to go to the hotel before the Captain gets there because he/she wants to engage in some customer service, you’d best be calling a cab for yourself.
