Not a comment on that particular CPO but the “other domiciles do it all the time” part.
There are definitely IRROPS situations where PS authority is advertised on CCS home page. All good there.
There are times when a pilot follows the prudent commuter policy and informs CM his first flight left and next doesn’t look good. CM looks at coverage and decides to PS pilot.....all good there. And trust me the line scheduler didn’t say yes to that. It was the on duty CM manager. You can’t talk to them if you want to. They manage the fleet CM supervisor.
For your scenario, nothing is in the UPA. Such individual action isn’t CPO level either. That would be higher up in both the company and union to give a blanket PS to any commuter because of the RWY closures.
Hell, IAH has a RWY closed, does that go for them too?
Not trying to be a jerk, but I discount your assertion. I CAN TELL YOU this issue was discussed at the higher levels. Decision was, company understands but commuters should just follow policy. Status quo.
Have your two scheduled options, advise CM of issues, rinse and repeat.

Does the closed runway at iah cause 3-5 hour delays? Is it actually 2 runways that are closed? Does it cause seemingly random delays? One day a flight will be on time, the next day a 5 hour delay. I don’t know who made the decision to not give ps to commuters, but my guess is that Larry didn’t go to bat for the pilots on this. But you are correct, follow the commuter policy and no big deal, but had he advocated for ps I think it would have lessened the stress level for commuters.

But it's not just getting on a particular flight. You never know when an earlier flight will cancel to SFO because of flow times, then the rest of the day is hosed. A positive space ticket here would make all the difference on what you thought was a wide open flight when you last checked.
Example, last week, I had a ORD-SFO, eventually had a 6 hour ATC delay, ended up cancelling. These are the kinds of delays the construction has been causing. It's over now, but to get our CP to do anything for our own pilots has been very difficult--when the perception is, the other domiciles are treated is very differently.
Cheers.

I took it back in August. Customer service related questions. I was told that all people applying to work for United must take it. Not just pilot specific. If I remember correctly it gives scenarios and has you answer with what you are most likely to do and least likely to do per the scenario. Took about 30-40 mins. What I don’t know is if it is just used as a tool in the process or if you can actually fail it like you can the Hogan....

I am trying to see how much time would I have to finish prepping for it if invited on the next few days. I already took the "Becoming United" test.
