Because when this third round of aid passes the gubment will have ginned up the airlines with over $50B in total.

That’ll turn pretty much any industry around from zero to hero.

Because WARN letters and furlough notices are functions of federal law as well as the UPA. Neither means furloughs will actually happen. In this case, more government money for no layoffs through September 30th. Would have been great if airlines had received the full amount from CARES, CARES 2.0 and CARES USB-C a year ago to provide stability vs. uncertainty on a rolling basis.
