I absolutely think that's a part of why they did it when they did it, it temporarily serves a HUGE function whether it passes or fails.

Yup - company’s problem solved pass or fail…at least in the short term. The recent vacancy bid showed lots of instructors drop their captain bid and tons of DEN 787 FO. If it fails they are all set to make more money on the line. Whether that is enough to keep Mgmt at the table for a rapid TA2 is the question.
