UPA 23 Implementation

We are 2 weeks into the new contract with over 200 items that went into effect immediately. Has anyone felt a change? See a difference? Any noticeable changes are a year or more away still.

Yeah, my back pocket already got heavier. Claimed the new parking and Class I.

Jan will be a big one with the new rigs.

Wait, What, no instant gratification? Any Meaningful changes are going to take time to implement.

Yep. Pay rates and a few others should update here soon, first retro chunk should also soon follow.

As a local reserve, I'm picking up more short calls (all unused so far this month). I used to only pick up enough to reset myself to the bottom of the list, since pay was basically capped at 3 per month. Now I pick one up just about every day. It's a win-win: I get paid a bit more and the commuters get to stay home on long call. I've also picked up 2 late-build short calls for an additional hour each.

I used to credit 76 hours a month, but I should make about 90 easily even before all the new reserve rules get implemented, including the most lucrative ones. That's about an 18% increase in credit on top of a roughly 16% increase in rates, which works out to about a 37% boost to compensation virtually overnight. I'm loving it so far.

late build add pay for short calls has a December implementation..so “no add pay for you “

And burst your bubble further, October unused short calls are still under the current rules as far as how much mpg increase.

the implementation date for 1 hr per unused (no limit ) is Nov bid period so if you have been picking up a bunch you just gave the company a bunch of free assignable ones and you mpg will still only go up by 3 hrs total for the month.

Already PDR'd this asking about implementation of LOA 23-01 D-4. Here's the response I got:

"Unused SC’s will pay add pay until the programming catches up and changes it to MPG. It’s for each unused SC. Unused definition will change with the assignment ladder in August 2024. For now is still 13 hours but will change to 18 hours. Also FSB and late build (1500 LBT changing to 1400 LBT in August) both pay now.

Please keep a record of all unused SC, FSB, and late build SC’s. If you don’t see the add pay by 10/30 I would file a help hub - pay."

good luck with that! The loa clearly states nov for uncapped unused short call provision and December for late build..

I actually don't think it's clear at all, which is why I PDR'd it. Let's start with unused short call pay:

UPA23 3-C-1-b-(1)-(a): A Reserve’s MPG shall increase by one (1) hour for each unused Short Call assignment.
LOA 23-01 item #1192665: Section: 3-C-1-b-(1)-(a), Description: Unused SC (Pay), Implementation Date: Nov 2023
LOA 23-01 D-4: Until the implementation of unused Short Call increase to MPG under Section 3-C-1-b-(1)-(a), Pilots impacted by unused Short Calls shall be entitled to one (1) hour of Add Pay.

I asked the union if that means 1 hour per unused SC or 1 hour total for the month, and was told it's the former. Moving on to late build pay, you're probably looking at this:

LOA 23-01 item #1184327: Section: 1 Hour Add Pay for SC 1400 LBT, 3-C-1-b-(1)-(a), Description: Unused/Late-Build Short Calls, Implementation Date: Dec 2023
UPA 23 Next Steps doc: Section: 3-C-1-b-(1)-(a) Per interim solution in LOA 23-01 D-4, Description: Unused/Late-Build Short Calls: 1 Hour Add Pay for SC 1400 LBT

The problem is that 3-C-1-b-(1)-(a) has nothing to do with late build short calls. That's covered by 20-K-10-c, which isn't mentioned in LOA 23-01, implying Oct 2023 implementation. 20-K-10-c is mentioned on page 9 of the Next Steps doc, where it's grouped with FSB add pay and says it will be implemented and visible by mid-October.

Clear as mud, right?

I pdr’d this as well and you are correct. Unused shortfalls get 1 hr of add pay (will be mpg in dec), FSB gets 3 hrs add pay, late build gets 2 hrs if built after 1500 (1400 next year), and the unused definition stays 13 hrs until it goes to 18 hrs in 8/24. Pretty good deal.

When are the new pay rates supposed to show in the pay register?
