What determines how a category bids? Is it based on the flying in a particular base, or the flying that category does system wide? Specifically the 756 LAX, no international in their bid package, so is it a global category or not for purposes of reserve bidding?

If you have 1 INTL flight your all global RSV.

756 SFO is global for NOV and SFO 76T is basic due to CDG being switched.
