Short Call assignment

Anyone have a reference to an email sent out awhile ago about assigning short calls?
Something about being open for 5 hours before assigning?

4 hours unless it's built within 15 hrs of report then it can and will be assigned immediatly! Pure and total BS!!!!

I don't have an email but it's in the contract.
