I interviewed in late July and got the pool letter exactly a week later.
From my experience, it seemed like the same HR folks that my buddy's interviewed with a year ago.
They said to call if no word in 3 weeks so I think you can check in and make sure something didn't get misplaced.

I don't think reaching out to whoever you sent a thank-you email or letter to (you did that, right?) again thanking them for their time, telling how you enjoyed the experience, expressing your continued interest after not hearing anything in four-plus weeks since the interview would be viewed negatively.

Thank you all for your suggestions, I received the pool letter a month after my interview after following up with the HR via email.
Thank you letter was a good suggestion which I didn't follow unfortunately maybe, future candidates must consider.

Hey everyone, I just put in a new application to UPS. I got the auto:
"We have received and reviewed your background application information. Unfortunately, we currently have many qualified applicants and will not be able to schedule you for additional testing at this time. Thank you for your interest in UPS."
I got that message when I applied a year ago. However, now I'm over the 1,200 TPIC time that they talked about at the D.C. hiring fair last year.
Have I missed something and should try to contact their HR team? Or am I really just not competitive?

Almost all C-5 or E-175 time
No ghosts in my past.

No hogan or interview invite yet but my internal rec went in and talked to a high level hiring manager about me and my online app went from active (where I could update it) to active but all the fields are locked with the exception of the personal information fields. My internal rec received really good feed back when they were reviewing the online app.
This was back in April and I haven’t heard anything since. I was thinking it might have gotten caught in the “management shakeup” I have been hearing about here. Any advice on what to do to help move it along, other than getting my internal rec to go back in and vouch for me, again?
I’m assuming that everything on my app being locked is a good thing? Would that be the general consensus?
I have been to a job fair, have multiple internal recs, and previous UPS.
