All promotions, for those even in training at the time, were held up while you were vetted in my pipeline at the time. I'm not sure how many in front and behind mine were affected. Some line had to be drawn I assume.

What do you mean? I generally understand, but without identifying individuals, what's the story? Everyone getting a promotion had to be investigated for links to Tailhook?
